Charity Age UK has recently highlighted the plight of the elderly who are struggling to find the cash to safeguard themselves against the upcoming bad weather.
Michelle Mitchell, Charity director, said: "We urgently need an emergency national and local winter plan in place to ensure that vulnerable older people are protected from the effects of cold weather this winter."
Her comments follow the publication of the 2009 annual report by Dr Tony Jewell, the chief medical officer for Wales, Research showed that there had been a significant rise in the number of winter deaths in 2008-09.
